Allow user to create their own PCF file. 

BUGS:

(really a vpnclient bug). If you shutdown your ethernet interface,
the vpnclient will not shutdown quickly. If you try and access
VPN stats at this time, the whole PC will lockup.
Want to check to see if the ethernet interface is up before allowing
user to check vpn stats.
