Also moved scponly's creation of a chroot user behind a USE=chroot flag, as it's entirely usable if you are setting up your own chroots and do not need it to create one. Added myself as proxy maintainer. Any historical data is intended to be grafted onto this point. Creation process: 1. Take final CVS checkout snapshot 2. Remove ALL ChangeLog* files 3. Transform all Manifests to thin 4.
