texlive-common.eclass: etexmf-update to call 'die' for non-"dev-telive"
This also makes etexmf-update fail for packages that are outside
dev-texlive/* and don't use the TexLive version scheme like
dev-libs/kpathsea and soon dev-tex/hevea.
